As gigantes de tecnologia terão que explicar como seus algoritmos funcionam sob as novas regras propostas pela União Europeia e também abrir seus arquivos de anúncios para reguladores e pesquisadores, afirmou a comissária digital e antitruste da Europa, Margrethe Vestager, nesta sexta-feira (30).

A medida provavelmente impactará empresas dos EUA, como a Alphabet, dona do Google, Amazon, Apple e Facebook, com suas enormes bases de dados e lucrativos negócios de publicidade online.

Os algoritmos de publicidade ajudam as empresas a direcionar os anúncios aos usuários que os anunciantes desejam alcançar.

Segundo Vestager, o objetivo é esclarecer como esses algoritmos funcionam e garantir que as empresas sejam responsabilizadas por suas decisões.

“E as maiores plataformas teriam que fornecer mais informações sobre a forma como seus algoritmos funcionam, quando os reguladores solicitarem”, afirmou ela em evento organizado pela agência de pesquisa AlgorithmWatch e pelo European Policy Center.

As empresas também terão que dar aos reguladores e pesquisadores acesso aos dados que possuem – “incluindo arquivos de anúncios”, disse Vestager.

Ela vai anunciar dois projetos de regras conhecidos como Digital Services Act e Digital Markets Act em 2 de dezembro, evidenciando a determinação da UE em controlar as gigantes da tecnologia e forçá-las a serem mais justas.

A nova legislação precisará da contribuição e aprovação dos países da UE e do Parlamento Europeu antes de entrar em vigor, um processo que pode levar mais de um ano.
