TCU pede ao governo explicações sobre destinação de R$ 5 bilhões para fundo de turismo

Tribunal quer saber se crédito atende a requisitos de imprevisibilidade e urgência e se é relacionado à crise do coronavírus. Verba foi liberada em maio por meio de medida provisória. O Tribunal de Contas da União (TCU) decidiu nesta quarta-feira (17) pedir ao Ministério da Economia explicações sobre o crédito extraordinário de R$ 5 bilhões destinado ao Fundo Geral de Turismo (Fungetur) por meio de medida provisória publicada em 7 de maio. O TCU quer saber se o dinheiro está relacionado à crise do coronavírus e se atende a requisitos de urgência. A decisão foi tomada dentro de um processo que analisa as ações do governo no combate aos efeitos da pandemia. De acordo com o relator do processo, ministro Bruno Dantas, o recurso se destina ao financiamento de bens e equipamentos, obras civis para implantação, ampliação, modernização e reforma de empreendimentos turísticos. “A realização de obras civis em empreendimentos turísticos não parece atender a requisitos de imprevisibilidade e urgência”, afirmou. Em 8 de maio, durante entrevista no Palácio do Planalto, o ministro do Turismo, Marcelo Álvaro Antônio, afirmou que 80% dos recursos irão para empréstimos a micro, pequenas e médias e empresas e os demais 20% para grandes empresas. Segundo o Ministério do Turismo, a linha de crédito atenderá desde agências e locais de hospedagem até parques temáticos e centros de convenções. Segundo o ministro Bruno Dantas, do TCU, sem a urgência, o valor poderia ser liberado de forma comum, e não como crédito extraordinário, e deveria atender à regra do teto de gastos. No processo, o TCU ainda recomenda ao Ministério da Economia que todas as medidas tomadas, com base nas regras do chamado “orçamento de guerra”, sejam acompanhadas de justificativa de que a despesa ou a renúncia tributária possua relação com a covid-19 ou suas consequências econômicas e sociais. Dantas destacou que a aplicação da Lei de Responsabilidade Fiscal e da regra do teto de gastos estão temporariamente suspensas, por causa da pandemia, mas “não se pode admitir que a crise sirva para adotarmos soluções excepcionais para os tempos de normalidade pós-crise”.
